Video Surveillance & Privacy Policy

Living Hope Christian Fellowship of the Christian and Missionary Alliance uses video surveillance at its facilities for the safety and security of our congregation, staff, visitors, property, and vehicles.

We recognize the importance of respecting personal privacy and are committed to using video surveillance responsibly and in accordance with British Columbia's Personal Information Protection Act (PIPA).

1. Purpose of Video Surveillance

Video surveillance is for security and safety purposes, including:

  • Helping protect congregants, staff, visitors, and others who use our facilities
  • Protecting buildings, property, and equipment
  • Helping prevent or investigate theft, vandalism, unauthorized access, or other security incidents
  • Assisting with the investigation of incidents when footage may be needed by appropriate authorities
  • Promoting safety in portions of the parking area and church grounds where cameras are in operation
  • During Live Streaming of our Sunday services, only the camera limited to a view of the stage is used for broadcasting. 

2. Where Cameras Are Located

Cameras are installed in selected areas of the property, including:

  • Main entrances and exits
  • Exterior areas of the building
  • Portions of the parking lot and church garden
  • The main hall

Cameras do not monitor areas where individuals would reasonably expect privacy.

There are no cameras in washrooms, private counselling areas, children's or youth areas, or other private locations.

3. Audio Recording

The video surveillance system does not record and store audio.

Live streaming on Sundays broadcasts audio from our microphones on stage. 

4. Notice of Surveillance

Appropriate signage will be posted to inform individuals that video surveillance is in use in areas where they may be recorded.

By entering areas where video surveillance is clearly identified, individuals are provided notice that video images may be collected for the purposes described in this policy.

5. Access to Live and Recorded Video

Access to the video surveillance system is restricted to designated personnel who are the only persons authorized to:

  • View live camera feeds
  • Access recorded video
  • Review recorded footage for legitimate purposes under this policy

Live viewing is available for security and safety purposes. It is not intended for continuous monitoring of individuals or for purposes unrelated to the stated security and safety objectives.

6. Use and Disclosure of Recordings

Video recordings may be reviewed when reasonably necessary for the purposes described in this policy, including in response to:

  • A safety or security incident
  • Suspected theft, vandalism, or property damage
  • An incident involving a person or vehicle on church property
  • A matter where footage may appropriately assist police, emergency services, or another authorized authority.

Recordings will not be disclosed to individuals or organizations for purposes unrelated to the purposes for which the information was collected, except where disclosure is authorized or required by law.

Where footage is appropriately requested or required by police, other authorities, legal processes, or other circumstances permitted by law, the church will consider and respond to the request in accordance with applicable privacy requirements.

7. Retention and Deletion

Under normal circumstances, recordings are automatically deleted after 30 days.

If a recording is relevant to a significant incident or is required for an investigation, legal matter, or by an appropriate authority, the relevant footage may be retained beyond the normal 30-day period for as long as reasonably necessary for that purpose.

Recordings that are no longer required are deleted.

Live streamed video recordings are trimmed down to only the sermon.

9. Changes to This Policy

Living Hope Christian Fellowship of the Christian and Missionary Alliance may update this policy from time to time to reflect changes in its surveillance practices, technology, legal requirements, or privacy practices.
